The planning commission voted 5-3 to recommend denying a special-use permit for Starfish Project Foundation, though staff favored approval.
The nonprofit must secure a supermajority at the City Council meeting on Aug. 18 to operate at its new building in the Briarwood neighborhood.
At a Monday hearing, planning commissioners reviewed a preliminary permit for the Starfish Project at 16175 W.
135th Street near Briarwood. About 30 local residents spoke, with nearly half opposing the project despite strong support for its work.
